LEADERSHIP

In addition to the CEO, PMHC also has eight very talented and dedicated members of our Executive Management Team who oversee the programs and functions of the agency:

 

Thomas (Tom) Moreland – Chief Financial Officer

Tom joined the Agency in July 2023. Prior to joining the Leadership Team at PMHC, Tom was the VP of Finance & Administration/CFO at Project Transition, a multi-state behavioral healthcare organization. Tom has also worked as a CFO in various non-profit and for-profit healthcare companies and organizations in Florida and in Pennsylvania. He has a Bachelor’s Degree in Accounting from the University of Delaware.

 

Jennifer Campbell, LCSW – Associate Executive Director

Jennifer began her career at PMHC in 2010 as an Outpatient Therapist and was quickly promoted to Clinical Coordinator for the Acute Partial, Certified Peer Specialist and Transitional Outpatient Programs in 2012.  Jennifer left the agency in 2016 in order to learn the managed side of community mental health at Magellan.  She rejoined the team in November 2021 and now oversees all treatment, support services and operations for all Outpatient programs including Mental Health and Co-Occurring/Substance Use Outpatient Programs, the Transitional Outpatient Program (TOP), the Acute Partial Hospital Program, the Nurse Navigator Program, and Peer Support Services. She holds a Master of Social Work from the University of Pittsburgh and is a Licensed Clinical Social Worker. Prior to returning to PMHC, Jennifer served as a Clinical Supervisor at Family Service Association of Bucks County and most recently as a Senior Care Manager at Magellan Behavioral Health in Newtown, PA.

 

Karen Buher – Associate Executive Director   

Karen joined the Agency as an outpatient therapist in October of 1990. Karen has a Master Degree in Rehabilitation Counseling from the University of Cincinnati. Karen oversees Child & Family Priority Services, and our Residential Programs. These programs include:   Behavioral Health Rehabilitation (Wraparound) Services, Family Based Mental Health Services, children’s residential case management & monitoring, Intensive Community Residential Rehabilitation (ICRR) Program as well as our 4 Supported Living Programs, where she oversees more than 50 residential slots in programs throughout the Lower Bucks County community. 

 

Bonnie Wright, M.D.  – Medical Director

Dr. Bonnie Wright joined the Agency in 2009 as Medical Director and chief psychiatrist in our Outpatient Department. After 6 years Dr. Wright stepped down as Medical Director to become PMHC’s first psychiatrist for the Assertive Community Treatment Team (ACT) and the Forensic Services Program (FSP) Community Treatment Team, where she’s worked for the past 7 years. In May of 2022, Dr. Wright returned to her former position of Medical Director while continuing her role as the ACT Psychiatrist. Dr. Wright obtained her medical degree from Jefferson Medical College, completed residency at the Institute of Pennsylvania Hospital and worked as a psychiatrist in and around the Philadelphia area until she came to PMHC. She maintains certification with the American Board of Psychiatry and Neurology. As Medical Director, Dr. Wright provides medical oversight of all PMHC programs and of the quality of clinical work performed by the medical staff.

 

Aaron McHugh, LPC, NCC QDDP – Associate Executive Director

Aaron joined the Agency in November of 2019, however, Aaron began his professional career as a Supports Coordinator at PMHC from 2006 to 2010. Aaron holds a Master of Science in Clinical Mental Health Counseling from Holy Family University and is a Licensed Professional Counselor and a Qualified Developmental Disability Professional. Aaron previously worked as a Behavioral Specialist for Merakey’s Dual Diagnosis Treatment Team and as a Clinical Coordinator/Behavioral Specialist for Supportive Behavioral Resources. Aaron oversees Intellectual Disabilities Supports Coordination, Mental Health Community Treatment (Assertive Community Treatment Team and Forensic Community Treatment Team) and Case Management, which includes Blended Case Management, Administrative Case Management and P.A.T.H. (Projects for Assistance in Transition from Homelessness). 

 

Phyllis Lawrence – Human Resources Director

Phyllis joined the organization in June 2025 as the Human Resources Director. She has more than 30 years of experience in delivering strategic and tactical human resource management and organizational development/design solutions to non-profit, for-profit organization and government agencies locally, regionally and nationally. She has served in various positions including Chief Human Resources and Organizational Development Officer, Vice President of Human Resources, Vice President of Organizational Development and People, Vice President, Operations, and Vice President/Co-Managing Director. Phyllis has a bachelor’s degree in education from Livingstone College, a master’s degree in counseling from the Ohio State University, and a master’s degree in business with a specialization in human resources and organizational development from Temple University. She is a graduate of the Center for Creative Leadership and is a double certified professional in human resources, a certified training generalist, and a certified professional in diversity and inclusion. Phyllis is a member of the World Affairs Council of Philadelphia, the Society for Human Resources Management, the International Society for Performance Improvement, HRCI, and the Association for Talent Development. She is the former first vice chairperson of OIC, Inc., an affiliate of an international non-profit organization preparing people for today’s workforce with quality life skills development, fundamental education, superior job skills training, and employment readiness services. She currently serves on two non-profit boards in the Philadelphia region.

 

Doug Oberreit – Compliance Officer

Doug joined the Agency in April of 2016. Doug holds a Master of Science in Counseling from Shippensburg University of PA. Prior to coming to PMHC, Doug had been the Director of Operations and the Quality Assurance & Compliance Officer at Aldie Foundation in Doylestown and before that he held a similar QA & Compliance position at Family Service Association of Bucks County. He has a long history of executive management and direct service work in various mental health and drug & alcohol treatment organizations. Doug oversees all corporate compliance functions and activities for PMHC.
